Abstract

This chapter examines the policy and growth dynamics of the agricultural and agro-processing sectors in Ethiopia, thus unravelling their potential and roles in generating and sustaining productive and inclusive employment. Considering the relation between development policy and inclusive growth, the chapter explores the political factors behind the promotion of agricultural transformation and broad-based growth. It argues that this is not just about stimulating forward and backward linkages between agriculture and industry, but also about the effectiveness of growth in generating employment, focusing on the quality as well as the quantity of employment generated. Attention is directed to the extent to which women have been included in the benefits of employment generation and ‘decent work’.
