Abstract

This chapter examines the historical, political-economic, and policy issues surrounding employment generation within Ethiopia’s agricultural and agro-industrial sectors. Attention is focused on the political settlement and the wider developmental outcomes resulting therefrom. The evolving policy frameworks are considered with a view to grounded discussions of how political settlements shape policy outcomes and their implications for employment generation in agriculture and related activities. The particularities and generalities of the political settlement prevalent in Ethiopia provide an illustrative example of how contemporary top-down developmentalism provides both major opportunities and risks, and how the long-term policy horizons that a relatively stable, insulated, political settlement enables, also comes with significant costs.
