Historical census data is a crucial source for studying occupational dynamics. However, analysis has often been hindered by difficulties in coding a large number of occupations and standardizing unspecific occupational titles attributed to generic workers. Various methods have been employed to address these issues, yielding mixed results. In this paper, we introduce an alternative methodology for attributing occupational titles using the 1939 National Register, a census-like dataset with approximately 42 million entries. Our approach comprises two main components: 1) employing frame analysis to attribute previously unattributable occupation titles to a larger number of entries, and 2) utilizing an allocation method for sectoral unspecified labourers.
